With reference to your communication No.16949

of the 3rd instant, I am directed by the Shipping Con- Troller to state, for the information of Hr. Secretary Long, that the particulars furnished by the Governor of Hong Kong with regard to the 4 ships which are being built for Norwegian Owners at the Yard of the Hong Kong and Whampoa Dock Company indicate that the vessels would be entirely suitable for the purpose for which they would be employed by His Majesty's Government.

In these circumstances, Sir Joseph Maclay con- siders that the ships should be requisitioned for the use of His Majesty's Government. As regards the terms on which they should be taken over, he would suggest payment of 10% over the contract price and following the suggestion made in the case of the Canadian ships (see correspondence

Mo. terminating with your letter No.15996 of the 30th March) he would have no objection to the Bruusgaard Kiosterud Company and the Hans Kaier Company being allowed the option of buying the ships back six months after the termination of the war on paying the amount of the purchase money, less 4% per annum depreciation allowance. It would, of course, be essential that steps should be taken to ensure that everything possible should be done to expedite the com-

pletion and delivery of the ships, more especially as the

neutral owners will cease to be interested in the ships on

learning that they are requisiti med.
